Luc Gratton has a diverse practice in municipal, environmental, and administrative law, as well as labour and employment law. Luc’s clientele consists mainly of local, national, and multinational companies. He acts on behalf of his clients before administrative tribunals and courts of law. Luc counsels and represents municipalities, landowners of large properties, paragovernmental companies, and promoters of residential, commercial, industrial and wind power developments. He also advises industrial companies and professionals involved in the planning and execution of large-scale real estate ventures and in the operation of both their companies and properties. Luc has particular expertise with respect to the compliance issues associated with these ventures, such as compliance with the applicable laws and regulations; the issuance and transfer of permits; federal, provincial, and municipal certificates and authorizations; public calls for tenders; amendments to urban planning regulations; negotiation of protocol agreements with public authorities; negotiation of cost-sharing agreements for equipment and infrastructure intended to be transferred to public authorities; assignment of land for parks purposes; preservation of natural areas; expropriation and real estate appraisals; municipal taxation and assessments; First Nation rights; private nuisance; environmental issues such as the characterization of soil, rehabilitation programmes, drafting and publication of contamination warnings, restricting the use of soils, and decontamination; cartels and subsidies related to the decontamination; constitutional jurisdiction divisions; superficiary law contracts; emphyteutic leases, sales and easements; and divided co-ownership of immovables.
